Those look good, troy. Are you using a Masterblend Mix or the AG ? Also, what light?...looks like an overhead .

Looks good and it does have peppers. It the temp in the room stable and steady? Maybe they are sensing winter and slowing up?

Perhaps you're right. I have them in my garage at 20 degrees Cel. But its -30 outside here in eastern Canada. When I open the door they must get a chill for sure.
