Hi. At what point, if ever, do I take off the cardboard guard the shoots grow through??

Welcome suziew05. The pod covers stay on forever. You do not remove them. The plants grow through the center hole and the cover has little flaps cut into it to allow the leaves to push through it. The cover helps keep algae from growing in the pod.

Welcome suziew05, Happy to have you with us.
As fldave mentioned, those labels stay on the pod. The plants will push thru. Depending on what you grow they may even lift off. I know with my peppers they do.
Just be sure to remove the domes before the leaves touch them. If they do touch the dome the leaves will brown.. Nothing will be wrong with the plant, just those leave will discolor.
