I plant a lemon tree from a seed in the fall and this is what it looks like now its not growing at all now but it does not look like its dead so what should i do start over again ?

I have a pre-grown Meyer Lemon tree in a General Hydroponics Power Grower Drip/DWC bucket, and I have to say that it's been less than successful. I have few pieces of fruit on it, but they never seem to ripen. Growing is something it hasn't been doing.
Had I to do it all over again, I'd have left it in dirt, so you're already doing what I didn't do.
Doesn't strike me as the speediest growing plant. Have you tried fertilizing it?

Try to give it food and make sire it is not getting a draft from anywhere. (Thanks Corinne for that fact)

Also is the location for it warm enough? Citrus trees like warmth!

It does look like a healthy plant, though. it probably wants warm sun to bask in . (your avatar eyes are so scary)

I agree - maybe set it near one of your AG machines; the additional light may help (certainly couldn’t hurt!).
